Amends Education Law section 2576 to allow school districts and their municipalities to sign a memorandum of understanding (MOU) authorizing a one-time annual increase in city funding to be excluded from the maintenance of effort calculation

The MOU must be adopted prior to the appropriation or transfer of funds to the school district

Current law requires the city amount to be at least equal to the base year appropriation at budget adoption and base year expenditure at year end

Provides flexibility for municipalities to make additional one-time investments in schools without permanently increasing their required minimum funding levels in future years
