Redefines "pet dealer" as any person who breeds animals and sells more than nine animals per year that are born and raised on their residential premises directly to consumers

Creates a new definition of "broker" as any person or business that sells, arranges, negotiates, or facilitates the transfer of dogs, cats, or rabbits bred by another party

Expands the prohibition on selling dogs, cats, or rabbits to include brokers, not just retail pet shops

Removes the previous exemption for breeders selling fewer than 25 animals per year from pet dealer regulations

Exempts municipal shelters, humane societies, animal rescue organizations (501(c)(3) tax-exempt), public authorities providing shelter services, and retail pet shops from the pet dealer definition
