Amends Article 7 of the New York Constitution to require that appropriations and reappropriations in budget bills be consistent with existing state law and cannot amend or override such laws, except for monetary amounts

Requires any proposed legislation recommended in the budget to be submitted in separate non-appropriation bills, distinct from appropriation bills

Mandates that appropriation bills contain only items of appropriation and their descriptions, with each item identifying the statutory basis for the expenditure where practicable

Prohibits appropriation bill descriptions from including program conditions, rules, or requirements; these must instead be set forth in separate non-appropriation bills or additional budgetary information

Prevents appropriation bills from abrogating or modifying existing law; any such modifications must be proposed in separate non-appropriation legislation
