Extends the Greenburgh North Castle Union Free School District number 12 indefinitely beyond the 2024-2025 school year, allowing it to continue operating as a separate union free school district

Expands the district's territory to include properties leased or owned by Rising Ground, Inc. in Westchester, Bronx, or Dutchess counties where residential treatment centers affiliated with the district operate, subject to commissioner of education approval

Removes the property at 1700 Old Orchard Place in Valhalla from the district's territory and discontinues use of the property at 623 Blooming Grove Turnpike in New Windsor on or about June 30, 2025

Authorizes the school district to affiliate with Rising Ground, Inc., a child care institution, with the board of education to consist of 5-9 members elected by Rising Ground's board of directors, including two public members

Takes effect July 1, 2025, or upon expiration of the lease for the New Windsor property, whichever occurs first
