Amends Section 1 of Article 2 of the New York State Constitution to lower the voting age from eighteen to sixteen years old

Maintains existing residency requirements: voters must be residents of the state, county, city, or village for thirty days preceding an election

Requires the amendment to be referred to the first regular legislative session after the next general election of Assembly members

Mandates publication of the proposed amendment for 3 months prior to the election, in accordance with Article 19 of the constitution
