Expands eligibility for the New York Opportunity Promise Scholarship beyond community colleges to include all SUNY and CUNY colleges and universities offering associate's degree programs

Allows students in approved associate's degree programs at four-year SUNY and CUNY institutions to qualify for the scholarship, not just those at community colleges

Maintains requirement that programs must be in high-demand fields including advanced manufacturing, technology, cybersecurity, engineering, artificial intelligence, nursing, allied health, green energy, and teaching shortage areas

Department of Labor retains authority to update eligible high-demand fields annually, at least 180 days before the fall term start date

Takes effect immediately upon enactment
