Prohibits state agencies, boards, departments, commissions, political subdivisions, grantees, and contractors from collecting or disclosing personally identifiable autism-related information without the individual's informed, written consent

Creates exceptions allowing disclosure in response to court orders, service delivery needs, or lawful mandates, provided the entity takes steps to limit and anonymize the data

Authorizes the Attorney General to bring legal action against violators and seek injunctions to stop unauthorized disclosures

Establishes civil penalties of up to $2,500 per violation, with each affected individual whose information was unlawfully disclosed counting as a separate violation

Takes effect immediately upon enactment
