Requires multiple dwelling owners to maintain up-to-date records of all elevator and vertical transportation maintenance, operation issues, and repairs

Records must document when elevators are inoperable/out of service, require emergency service, require preventative maintenance, or need mechanical repairs including door malfunctions, hydraulic system repairs, and electronic control system maintenance

Records must be made available to the municipal department with jurisdiction over elevator violations

Tenants have the right to review these records and receive copies upon request

Copies of these records may be used to prohibit individual apartment improvement increases or temporary major capital improvement increases under the emergency housing rent control law

Takes effect 30 days after becoming law
