Commission must approve or modify pilot program plans within 1 year, evaluating whether programs support CLCPA emissions goals, benefit disadvantaged and low-to-moderate income communities, and provide reliability benefits in cold temperatures

Authorizes utilities to recover pilot program costs through customer surcharges, with installation costs amortized over 5 years to reduce annual customer impacts

Requires annual reports by June 30th detailing heating system performance, cost and emissions savings, and lessons learned from the preceding year
