Allows newly developed residential units, including office-to-residential conversions, to substitute mechanical ventilation systems for openable windows if they comply with ASHRAE Standard 62.1 ("Ventilation for Acceptable Indoor Air Quality")

Requires mechanical ventilation systems to provide adequate indoor air quality and airflow meeting ASHRAE standards as a condition for the openable window exemption

Preempts local governments and municipalities from enforcing openable window requirements on residential units that comply with the specified ventilation standards

Takes effect 90 days after becoming law

Amends the Multiple Dwelling Law by adding a new subdivision 11 to Section 30
