Establishes the Disability Access Accountability Commission (DAAC) as an independent 14-member body to monitor and enforce compliance with state and federal disability access laws across public and private sectors in New York

Commission membership includes the commissioners of the Office for People with Developmental Disabilities and Department of Health, plus six appointees each from the Senate Temporary President and Assembly Speaker, including legislators, disability experts, people with lived experience, caretakers, and private sector representatives

Requires creation of an internet portal within 30 days of electing a chairperson for submitting digital complaints about inaccessible public accommodations or accessibility features needing repair, available in English and Spanish

Grants the commission authority to conduct audits of public spaces, impose penalties and fines for non-compliance, mandate remediation, conduct studies, and hold public or private hearings

Mandates annual reports to the Governor, legislative leaders, and relevant committee chairs on findings, actions, progress, and legislative recommendations, beginning one year after enactment
