Requires the State Comptroller to audit the Department of Health and other relevant state agencies at least once every three years to evaluate oversight of Medicaid managed care organizations

Audits must assess whether the state effectively ensures managed care organizations comply with federal and state mental health and substance use disorder parity requirements

Reviews must evaluate managed care organization compliance with maintaining adequate networks of health care providers, handling fraud and abuse complaints, and submitting deficiency remediation plans

Comptroller must publish reports with compliance determinations for each Medicaid managed care organization, including detailed explanations for each determination

Reports must be submitted to the Governor, Attorney General, legislative leaders, and chairs/ranking members of relevant Senate and Assembly committees by July 1st following the act's effective date, with subsequent reports due every three years
