Extends the expiration date of New York City's speed camera demonstration program in school speed zones from July 1, 2025 to July 1, 2030

Repeals outdated subdivisions 12 and 13 of section 237 and subdivision 4 of section 239 of the vehicle and traffic law related to the speed monitoring program

Adds a new subdivision 13 to section 237 authorizing adjudication of owner liability for speed violations detected by photo devices in school zones

Removes extensive obsolete transitional language from the original 2013 law that addressed various expiration and amendment provisions that are no longer applicable

Applies to cities with a population of one million or more (New York City), allowing continued use of photo speed monitoring systems in school zones
