Expands the definition of "participated in World Trade Center rescue, recovery or cleanup operations" to include employees who worked at the Verrazano Bridge Toll Facility during the qualifying period following September 11, 2001

Makes these employees eligible for enhanced WTC-related disability and death benefits, including accidental death benefits of 50% (or 100% for those eligible for Special Accidental Death Benefit) of wages earned during their last year of service

Applies retroactively to September 11, 2001 and exempts the provisions from Section 25 of the retirement and social security law

Estimated to increase employer contributions by $22,000 per disability incident and $101,000 per death incident annually through fiscal year 2039, with costs allocated to the Triborough Bridge and Tunnel Authority

Potentially impacts approximately 1,102 NYCERS members affiliated with TBTA, including 155 active members, 59 terminated vested members, and 888 retirees based on June 30, 2024 census data
