Requires the Commissioner of Education to provide at least one opioid and fentanyl overdose rescue kit at no cost to every elementary, secondary, trade, vocational school, college, and university (public or private) in New York State

Defines the rescue kit as a box containing at least two doses of naloxone nasal spray and CPR equipment, with wireless internet connectivity

Mandates the kit be programmed to automatically alert first responders when opened and provide wireless notifications before naloxone or other perishable supplies expire

Makes training available but not mandatory for teachers, faculty, and staff who wish to learn how to use the kits

Takes effect 90 days after becoming law, with immediate authorization for agencies to develop necessary rules and regulations
