Establishes a healthy birth grant demonstration program providing $1,800 per child to households with new parents receiving Medicaid during the third trimester of pregnancy

Requires the Commissioner of Social Services to seek a federal Section 1115 waiver from the Department of Health and Human Services before implementing the program

Excludes healthy birth grants from being counted as income, assets, or resources when determining eligibility for public benefits including SNAP, HEAP (home energy assistance), Medicaid, child care subsidies, and additional state payments

Exempts healthy birth grants from state and local income taxes and excludes them from income calculations for real property tax exemptions, rent increase exemptions, and STAR (school tax relief) benefits

Excludes healthy birth grants from income calculations in child support and spousal maintenance determinations under domestic relations and family court proceedings

Takes effect 180 days after federal waiver approval, with the Commissioner required to notify the Legislative Bill Drafting Commission when the waiver is granted
