Requires the Commissioner of Education to establish rules mandating the New York State Public High School Athletic Association create three governing bodies: a central committee, an executive committee, and state sport committees

Central committee must include four representatives from each geographic section and four from the "Big Five" urban districts, with each group consisting of one chief school officer, one principal, one male athletics representative, and one female athletics representative

Executive committee will consist of 24 members, including all female athletics representatives from the central committee plus one additional representative from each of the eleven sections and the Big Five

State sport committees must include one representative from each section and the Big Five

Defines "Big Five" as the conference of major urban school districts: New York City, Yonkers, Buffalo, Syracuse, and Rochester
