Expands New York's judicial districts from thirteen to fifteen by creating the fourteenth judicial district (Onondaga County) and fifteenth judicial district (Allegany, Cattaraugus, Chautauqua, Genesee, Livingston, Niagara, Orleans, Steuben, and Wyoming counties)

Restructures the fifth, seventh, and eighth judicial districts by reassigning counties: the seventh district is reduced to only Monroe County, and the eighth district is reduced to only Erie County

Allocates supreme court justices across the new districts: 14 justices for the fifth district (reduced from 19), 13 for the seventh (reduced from 20), 18 for the eighth (reduced from 28), 9 for the new fourteenth district, and 13 for the new fifteenth district

Names 64 specific sitting justices who will be assigned to the reconstituted fifth, seventh, eighth, fourteenth, and fifteenth judicial districts for the remainder of their terms

Takes effect immediately for administrative provisions, with the restructured districts and justice assignments taking effect January 1, 2027, with elections for the new districts in November 2026
