Amends the arts and cultural affairs law to designate "Little Panama" as a cultural district in New York City, located on Franklin Avenue from President Street to Bergen Street

Adds Little Panama alongside East Harlem ("El Barrio") as a designated region of cultural significance eligible for grants, technical assistance, and other support from the Council on the Arts

Clarifies that both East Harlem and Little Panama are regions within New York City, with East Harlem's existing boundaries remaining unchanged (East 96th Street to East 125th Street, 5th Avenue to the East River)

Maintains the Council's authority to designate additional cultural regions at its discretion, provided they are compact, contiguous, and have an identifiable cultural heritage
