Expands the definition of "medical records" to "health records" to include all patient health information, X-rays, images, laboratory tests, and billing/payment records from any health care provider

Broadens the definition of "health care provider" to include practitioners licensed under 25+ categories in the education law, including physicians, nurses, psychologists, social workers, physical therapists, acupuncturists, and mental health practitioners

Limits fees for copying medical records to the provider's actual documented expenses, with paper copies capped at 75 cents per page, and prohibits denying records access due to inability to pay

Requires that when a health care provider operates as an employee or contractor of another provider, the employing/contracting entity is responsible for fulfilling records requests unless explicitly stated otherwise in the contract

Applies the same expanded definitions and fee limitations to mental health clinical records under the Mental Hygiene Law, while preserving existing patient rights under Public Health Law
