Prohibits the practice of ikizukuri (also known as ikezukuri) throughout New York State, a Japanese culinary technique where seafood is prepared as sashimi while the fish is still alive

Adds a new section 1357 to the public health law making it unlawful for any person to practice this technique

Takes effect 30 days after becoming law

Authorizes immediate rulemaking to implement the law before the effective date
