Raises the lobbying reporting threshold for 501(c)(3) nonprofit organizations from $5,000 to $10,000 in combined reportable compensation and expenses, effective in calendar year 2026

Exempts qualifying nonprofits from the $200 biennial registration fee if their lobbying expenditures do not exceed $10,000 annually

Applies the higher $10,000 threshold to biennial registration filings, bi-monthly reporting requirements, and semi-annual client reports for eligible nonprofits

Maintains the existing $5,000 threshold for all other lobbyists who are not qualified 501(c)(3) organizations

Takes effect 60 days after becoming law
