Directs the Commissioner of Motor Vehicles to classify "failure to move over" as a 5-point traffic violation in state regulations (15 NYCRR 131.3)

Applies to violations of Vehicle and Traffic Law section 1144-a, which requires drivers to move over or slow down when approaching parked, stopped, or standing emergency vehicles, hazard vehicles, and vehicles displaying blue or green lights

Takes effect 30 days after becoming law

Authorizes the commissioner to adopt any necessary rules and regulations prior to the effective date to ensure implementation
