Prohibits the adjutant general from entering procurement contracts unless contractors agree in writing to provide repair materials to the Division of Military and Naval Affairs and the U.S. Department of Defense

Defines "fair and reasonable access" as terms allowing the military division to share repair materials with authorized contractors and receive pricing equivalent to the most favorable terms offered to authorized repair providers

Requires manufacturers to provide parts, tools, or information at fair and reasonable terms determined by the Division of Military and Naval Affairs if such materials are not otherwise offered to authorized repair providers

Updates gendered language in existing military property purchase law from "his" to "their"
