Directs the New York State Energy Research and Development Authority, Public Service Commission, and New York Power Authority to study the feasibility of closing three specific peaker plants: Kent (Brooklyn), Brentwood, and Vernon (Astoria)

Study must assess impacts on electricity prices, consumer bills, grid reliability, and disadvantaged communities that currently bear disproportionate pollution burdens from these facilities

Requires identification of alternative renewable energy systems and qualified energy storage systems that could replace the peaker plants' capacity while maintaining grid reliability

Study must examine worker impacts including job displacement, collective bargaining agreements, and retraining opportunities for employees to transition to renewable energy positions

Final report due to the Governor, legislative leaders, and relevant committee chairs within one year, with the act expiring 2 years after enactment
