Authorizes the Town of Niagara, Niagara County, to discontinue parkland use and sell specified parcels to David Gaines at fair market value

Requires the town to dedicate proceeds equal to or greater than the fair market value toward acquiring new parklands or making capital improvements to existing park and recreational facilities

Covers three parcels of land located in Lot No. 8, Township 13 of the Holland Land Purchase, with the largest parcel measuring approximately 505 feet by 346.9 feet

Prohibits alienation until the town complies with any federal requirements if the parklands received federal funding, including obtaining approval from the Secretary of the Interior for substitute lands of equivalent value and usefulness
