Increases penalties for employers who discriminate against employees who file workers' compensation claims from the current $100-$500 range to three times the employee's total annual compensation (wages plus benefits)

Defines "total compensation" as the value of all wages and benefits the employee earned during the previous year

Splits penalty payments so that half goes to the state treasury and half goes to the affected employee, rather than all penalties going to the state

Maintains existing remedies requiring employers to restore discriminated employees to their position and compensate them for lost wages, plus attorney fees

Takes effect 90 days after becoming law
