Amends the New York State Constitution to allow the legislature to redraw congressional district lines if another state has redistricted its congressional seats more than once within a ten-year period (outside of court-ordered redistricting)

Requires any such mid-decade redistricting by New York to follow the existing constitutional principles for drawing district lines outlined in Article 3, Section 4(c), paragraphs 1-5

Updates Section 4(e) of Article 3 to recognize this new alternative redistricting process alongside the standard redistricting procedures

Follows the constitutional amendment process requiring referral to the next legislative session after the succeeding general election and publication for 3 months prior to that election
