Establishes an Insurance and Housing Task Force co-chaired by the Superintendent of Financial Services and the Commissioner of Homes and Community Renewal to address steep insurance costs and reduced availability for affordable and multifamily housing

Task force membership includes representatives from property insurance associations, admitted insurers, reinsurers, affordable housing owners/developers, mission-driven lenders, municipal housing agencies, tenant advocates, and industry organizations

Requires the task force to conduct baseline assessments of insurance availability, pricing, coverage limits, and deductibles across New York regions, and evaluate barriers pushing risks from admitted to excess line markets

Mandates an interim report within 9 months and a final report within 18 months with specific recommendations for statutory, regulatory, and program changes, plus an annual dashboard tracking progress

The task force must meet quarterly, hold at least two public listening sessions annually in different regions, and will expire 3 years after enactment
