Amends the New York Constitution to require the governor to nominate someone to fill a lieutenant-governor vacancy within 60 days, with the nominee taking office after confirmation by majority vote in both legislative houses within 60 days

Establishes a process for rejected nominations: governor has 30 days to nominate another individual, and the legislature then has 30 days to act; if the legislature fails to confirm or reject within prescribed timeframes, the nominee automatically assumes office

Allows the governor to withdraw a nomination before legislative action, triggering a new 30-day nomination period followed by a 30-day legislative consideration period

Provides that if the legislature rejects two nominations, the governor may appoint someone from the existing line of succession to the governor's office, excluding anyone previously nominated for the same vacancy

Grants both houses of the legislature the power to fill the vacancy by joint ballot if the governor fails to nominate within required timeframes; also requires any appointee to resign from existing government positions before assuming the lieutenant-governor role
