Amends the New York Constitution to remove "absence from the state" as a condition triggering succession, keeping only impeachment or inability to discharge duties as valid triggers

Requires the legislature to establish laws covering scenarios where both governor-elect and lieutenant-governor-elect decline, die, are ineligible, or cannot take office, as well as cases where elections fail to produce a result

Mandates that the temporary president of the senate or speaker of the assembly must vacate their legislative seat when acting as governor, except during the first 60 days when the governor is under impeachment or unable to serve

Removes the lieutenant-governor's casting vote in the senate when the temporary president of the senate is temporarily performing lieutenant-governor duties

Requires the legislature to establish a line of succession beyond constitutional provisions, limited to statewide elected officers, legislators, or senate-confirmed department heads, with all acting governors required to take an oath before serving
