Creates a Committee on Gubernatorial Inability composed of the lieutenant-governor, attorney general, comptroller, and six senate-confirmed executive department heads

Empowers the committee to declare the governor unable to serve by majority vote, immediately transferring powers to the acting-governor

Establishes a process for governors to contest inability declarations, with the legislature making final determinations by two-thirds vote of both houses within 21 days

Extends identical inability procedures to the lieutenant-governor and acting governors, with appropriate substitutions in committee membership and notification recipients
