Establishes an extended line of succession for the governor's office when the lieutenant governor, temporary president of the senate, and speaker of the assembly are all unavailable, adding in order: attorney general, comptroller, commissioner of transportation, commissioner of health, commissioner of financial services, secretary of state, commissioner of labor, and commissioner of agriculture

Requires officials acting as governor to vacate their existing position, except during temporary situations (impeachment or disability) where they may serve as acting governor for up to 60 consecutive days without resigning their original post

Prohibits officials serving as acting governor during the 60-day temporary period from exercising any powers or duties of their original position

Allows any official in the succession list to decline to act as governor, passing the duty to the next eligible person on the list

Repeals Article 1-A of the New York State Defense Emergency Act and takes effect only when a concurrent resolution proposing a related constitutional amendment is approved
