Establishes a committee on gubernatorial inability consisting of six additional department heads beyond those already specified in the state constitution: Division of Criminal Justice Services, Department of Health, Division of Human Rights, Department of Labor, Office of Mental Health, and Department of State

Requires all committee members to have been confirmed by the Senate for their positions before serving on the committee

Committee will perform functions related to determining gubernatorial inability as set forth in Article IV, Section 9 of the New York Constitution

Takes effect only when a related concurrent resolution amending Article 4 of the constitution regarding gubernatorial inability is approved through the constitutional amendment process
