Prohibits any person or entity from leasing, selling, conveying, or transferring any interest in real property located in New York State to the People's Republic of China, the Chinese Communist Party, or any affiliated entities

Grants the New York Attorney General authority to enforce the prohibition by seeking court orders to stop violations

Allows the Attorney General to bring actions for injunctive or declaratory relief for properties in the process of being sold/leased or already transferred in violation of the law

Creates a new Article 17 in the Real Property Law specifically addressing these restrictions

Takes effect 30 days after becoming law
