Creates a 12-member task force on victim services reimbursements within the Office of Victim Services to examine and improve reimbursement processes between the office and its subsidiaries

Members appointed by legislative leaders (6 total), the Director of Victim Services (2), Commissioner of Criminal Justice Services (2), and the Governor (2), with appointments due within 60 days of the act taking effect

Task force must study why reimbursement processes are unsustainable for domestic violence and anti-trafficking nonprofits, including reimbursement rates, funding models, and support assistance amounts

Requires minimum of three public hearings across the state: one in New York City, one in western New York, and one in upstate eastern New York

Must submit a preliminary report within one year and a final report with legislative proposals within two years; the act expires 24 months after taking effect
