Changes cooling tower certification requirements in New York City from annual (due November 1st) to biannual (due in January and July of each year)

Increases minimum inspection and testing frequency for cooling towers from every three months to every week during periods of use

Reduces response time for maintenance deficiencies requiring mitigation from 48 hours to 24 hours, and for serious health threats from 24 hours to 12 hours

Extends record retention requirements for inspection and test records from three years to ten years

Increases civil penalties for violations: first violation from $2,000 to $2,500, second or subsequent violations from $5,000 to $7,000, and violations resulting in fatality or serious injury from $10,000 to $12,500
