Prohibits New York's Common Retirement Fund from investing in stocks, securities, or other obligations of any company where majority shares are owned by elected officials at the local, state, or federal level

Extends the investment ban to subsidiaries of such companies and to banks or financial institutions that have financial activities with these companies

Requires the Comptroller to divest any existing investments that violate these provisions within one year of the law taking effect, while allowing flexibility to avoid premature or imprudent sales

Mandates the Comptroller to file a report with the legislature within 60 days identifying all violating investments, followed by annual progress reports on divestment activities
