Creates a 16-member state task force on clinical preventive practice guidelines and medical technology assessment to ensure continuity of care if federal preventive care standards are changed or revoked

Requires at least half of members to be physicians specializing in behavioral health, family medicine, geriatrics, internal medicine, pediatrics, obstetrics/gynecology, and nursing

Appointment structure: 6 members by the governor, 4 by the senate temporary president, 4 by the assembly speaker, and 1 each by the senate and assembly minority leaders; the health commissioner serves as ex officio member

Task force members serve 4-year terms, receive no compensation but are reimbursed for travel expenses

Directs the task force to work with medical specialty organizations recognized by the American Board of Medical Specialties and consult with authorities on insurance coverage for preventive care
