Authorizes the Commissioner of Transportation to submit a formal request to the U.S. Department of Transportation and other relevant federal agencies to continue, renew, or extend the Clean Pass Program in New York State

Requires the request to be submitted within 90 days after the law takes effect

Mandates that the request include a summary of the program's environmental, congestion mitigation, and transportation benefits

Permits the commissioner to make the request jointly with other state agencies or authorities as appropriate

Takes effect immediately upon enactment
