Establishes that knowingly selling, buying, or offering to sell/buy false, fraudulent, or stolen motor vehicle documents (licenses, ID cards, registrations, or plates) is a Class E felony for first offense, punishable by up to one year imprisonment and minimum $500 fine

Increases second offense within ten years to a Class D felony, punishable by 1-3 years imprisonment, minimum $1,000 fine, and driver's license suspension of at least one year

Creates a Class D felony for persons with suspended or revoked licenses who knowingly use false, fraudulent, or stolen plates, punishable by 1-3 years imprisonment, minimum $1,500 fine, and automatic 2-4 year extension of suspension

Adds enhanced penalties for second violations of certain plate-related offenses within ten years, including minimum $500 fine and six-month license suspension

Takes effect 90 days after becoming law
