Requires arenas, stadiums, amphitheaters, convention centers, and similar venues with maximum occupancy of 500 or more persons to provide and maintain accessible parking compliant with the 2010 Americans with Disabilities Act Standards for Accessible Design

Mandates accessible parking spaces be located on the shortest route to the principal entrance and priced at the same or lowest rate offered for any parking on that date

Requires venues to submit annual certification to the Division of Human Rights, including parking diagrams and attestation from a licensed architect, engineer, or certified accessibility specialist

Establishes civil penalties of up to $2,500 for first violations and up to $5,000 for subsequent offenses within two years; municipalities may issue fines of up to $250 per day for ongoing non-compliance after 30 days' notice

Directs the Division of Human Rights to audit at least 5% of certified venues annually and maintain a public online registry of venue compliance status
