Exempts individuals convicted in other states of offenses similar to consensual sodomy, prostitution, loitering for prostitution, or disease/virus exposure from automatic sex offender registration in New York unless the out-of-state offense contains all elements of a registerable New York offense

Removes the provision that automatically required registration for any felony conviction in another jurisdiction where the person was required to register as a sex offender in that state

Creates a petition process allowing sex offenders previously required to register based on these newly-exempted out-of-state offenses to request removal of their registration requirement, with the burden of proof by clear and convincing evidence

Limits such petitions to once per year and grants district attorneys the right to appeal any granted petition

Requires expungement of registration records upon reversal of conviction or upon a court determination lifting the registration requirement under the new petition process
