Prohibits the use of artificial intelligence in classrooms for students in grades prior to ninth grade (pre-high school)

Defines AI as any machine-based system that makes decisions based on algorithms, machine learning, or data-driven modeling

Creates an exception allowing AI use for diagnostic purposes or explicit instruction interventions for students with disabilities

Requires the Commissioner of Education to provide school districts with guidance on permissible uses and best practices

Allows teachers, administrators, and school personnel to continue using AI for administrative and planning purposes

Takes effect on July 1st following enactment, with immediate authority to develop implementing regulations
