Prohibits state agencies from awarding grants to any entity that performs elective abortions, provides abortion referrals, counsels in favor of abortion, or is affiliated with such entities, including funding for indirect costs like salaries, rent, and utilities

Defines "convenience abortion" as elective abortions, excluding procedures to save the mother's life, remove ectopic pregnancies, address spontaneous abortion, or terminate pregnancies resulting from rape or incest

Bans abortions after 20 weeks gestational age unless two physicians certify in writing the procedure is necessary to prevent the woman's death or substantial irreversible impairment, and requires the abortion be performed in a hospital with a second physician present to provide immediate care to the child

Prohibits dismemberment abortions (extraction of fetus piece by piece using surgical instruments) at any gestational age unless certified as medically necessary by two physicians

Requires detailed reporting of all abortions to the Department of Health, including physician identification, patient demographics, gestational age, procedure type, and medical justification, while protecting patient identity

Exempts hospitals, medical schools, universities, and Medicaid funding from the grant restrictions
