Adds the Caughdenoy Volunteer Fire Department, Inc. in the town of Central Square, Oswego County to the list of fire departments exempt from the 45% cap on non-resident members

Joins approximately 20 other specifically named fire departments across New York State that already have this exemption, including departments in Orange, Broome, Erie, Onondaga, and other counties

Updates gendered language throughout the relevant section of the Not-for-Profit Corporation Law, replacing "he or she" and "his or her" with gender-neutral terms like "such member" and "such person"

Takes effect immediately upon passage
