Creates the Community Disaster Relief and Recovery Fund Program for non-citizens administered by the Division of Homeland Security and Emergency Services and the Office for New Americans to provide disaster assistance to undocumented immigrants ineligible for FEMA aid due to citizenship status

Provides housing-related assistance including lodging expense reimbursement, rental assistance, and home repair assistance based on HUD fair market rent levels, following guidelines from the Hurricane Ida Major Disaster Declaration (4615-DR-NY)

Offers other needs assistance covering personal property replacement/repair, medical and dental expenses, child care assistance (maximum $3,300 for up to 8 weeks), critical needs assistance (maximum $500 per household), and clean and removal assistance (maximum $550 per household)

Requires applicants to provide documentation such as photographs, receipts, provider statements, or self-declarations depending on the type of assistance requested

Takes effect 90 days after becoming law, with funding from state appropriations, emergency allocations, and grants/gifts based on disaster magnitude and number of impacted residents
