Eliminates exemptions and definitions related to the fossil-fuel prohibition, including provisions for emergency backup power, manufactured homes, hospitals, laboratories, and agricultural buildings

Deletes language from the executive law that recognized building decarbonization as part of the state's climate agenda under the Climate Leadership and Community Protection Act

Repeals decarbonization action plan requirements for state-owned facilities under the public authorities law and public buildings law

Retains the general requirement that building code standards support the state's clean energy and climate goals to the fullest extent feasible, without the specific fossil-fuel prohibition
