Establishes an emergency relief program providing short-term, zero-interest loans or grants to federal employees and contractors residing in New York who lose income during federal government shutdowns, capped at two weeks of average net pay

Prohibits adverse credit reporting against affected workers for nonpayment during a federal shutdown and for 30 days after it ends

Authorizes state-regulated banks, credit unions, mortgage servicers, landlords, and utility providers to offer forbearance, deferment, or late fee waivers to affected federal workers

Requires state and municipal agencies to suspend enforcement actions for unpaid fees, fines, or tickets against affected workers during shutdown periods

Directs the Department of Labor to maintain a public online portal with relief eligibility information and requires the administering agency to submit reports to the governor and legislature within 90 days of each shutdown ending
