Requires school districts to collect and annually report to the Department of Education data on all manifestation determination reviews (MDRs) conducted for students with disabilities facing disciplinary action

Mandates reporting of specific MDR details including: final determination, proposed vs. actual suspension days, student disability classification, demographic data, attendees (including parent/guardian presence), and whether functional behavioral assessments were completed within 60 days

Requires school districts to attach a copy of the MDR worksheet to any "prior written notice" for MDR meetings

Directs the Department of Education to publicly report MDR data disaggregated by race, gender, English language learner status, and disability classification, and to issue annual reports on district-level and statewide trends

Takes effect July 1 following enactment, with rulemaking authority granted immediately to the Commissioner to implement reporting requirements
